Google has made FRP i.e. Factory Reset Protection more stringent than before, if after the phone is stolen, any thief tries to bypass the Setup Wizard, then the system will be factory reset again and will again ask the owner of the phone to enter the passcode of Google account or screen lock, which will increase the difficulty of the thieves because they will not be able to setup the phone.
