In a landmark step toward digital governance and administrative transparency, Dr. , Union Minister of State (Independent Charge) for Science and Technology, Earth Sciences, and Minister of State for PMO, Department of Atomic Energy, Department of Space, and Department of Personnel and Training (DoPT), launched the electronic Civil List 2025 in the form of an e-book today.
This launch marks the 70th edition of the Civil List and notably, the fifth consecutive edition to be published in a fully digital format. The Civil List is a vital resource that provides comprehensive information on all serving Indian Administrative Service (IAS) officers across the country.
A Digital Milestone for GovernanceSpeaking at the launch, Dr. Singh emphasized the evolving digital landscape of Indian governance. “The IAS continues to attract some of the finest minds in the country and plays a vital role in reinforcing India’s federal governance structure,” he said. The digital Civil List, he added, enhances transparency, improves administrative efficiency, and supports the Digital India initiative by reducing dependency on printed documents.
For the first time, the 2025 edition of the Civil List includes photographs of officers, making the interface more informative and user-friendly.

AI Integration Proposed for Future EnhancementsIn a forward-looking announcement, Dr. Singh proposed the inclusion of AI-based search features in future editions of the e-Civil List. These would allow domain-specific filtering and officer selection, which could aid in identifying suitable officers for mission-mode projects and critical administrative assignments. However, he stressed that such AI features would be secure and access-controlled to ensure privacy and data protection.
Eco-Friendly and Cost-Effective GovernanceDr. Singh praised the move to go paperless, stating that discontinuing the printed Civil List significantly reduces government expenditure and supports eco-friendly governance practices.
